Samuel Anthony Roccaforte, 57, is accused of arresting 45-year-old Phyllis Stokely this past October for prostitution after she allegedly agreed to sex for a payment of $200. The problem? The would-be hooker was recording the entire encounter and claims her tape proves she never solicited sex and that the cop set her up and lied in his report. Apparently authorities took notice of the tape and have since arrested and charged Roccaforte with two counts of tampering with a government record.

Published reports of a small portion of the contents of the tape claim Roccaforte is heard saying, “Well, you did, you know you did, I know you did. There’s no audio, there’s no video. It’s gonna be my word against yours and who do you think they’re gonna believe?” Roccaforte’s defense attorney, Chip Lewis, says that tape only reflects two minutes of a 20-minute encounter and that the report filed by his client is true and accurate. Lewis has called the woman’s credibility into question, “I find it very hard to put this whore’s credibility ahead of a well-decorated, exemplary officer.”

Records show that Roccaforte called the woman after seeing an adult online advertisement on Backpage.com under the title ‘Just call Kelly’ containing her phone number and a photo. The woman agreed to meet the undercover officer at her apartment and once inside they moved to her bedroom. There she requested a ‘cash donation’ to be left on a table. When Roccaforte began blatantly talking about sex for money the woman became suspicious he was a police officer and stated she did not provide that type of service.

Roccaforte arrested the woman anyway and stated in the police report that she agreed to have sex for $200.

All criminal charges against the woman were dropped. A police spokesperson said the conversations between Roccaforte and Stokely did not rise to the level of the crime of prostitution.

Roccaforte is free after posting a $4,000 bond ($2,000 for each count). If convicted he faces a felony record and up to two years in jail. A police spokesperson said Roccaforte was suspended with pay Feb 16. Roccaforte has been a police officer since 1981 and with the vice unit since 2002.

3/1/2010 (updated 3/3/2010) – Oklahoma City, OK — A local street prostitute who recently alleged she was taken advantage of by an Oklahoma City police officer during a prostitution arrest has received a slap on the wrist from county prosecutors on a laundry list of crimes – all while already serving a 5-year deferred sentence from 2008.

Over the course of one year, from May 2008  to May 2009,  Brandi Gail Bookout, 24, (see photo left) racked up 8 separate misdemeanor and felony arrests for prostitution and drugs. Any one of the prostitution arrests alone could have resulted in a $1,200 fine and 30-days in the county jail. Bookout is known to be a prostitute working for local violent pimp Mario Diaz. Until recently, Diaz owned a $324,000 home in NW Oklahoma City. Bookout is known to prostitute on South Robinson Ave. in South Oklahoma City and via ads placed on the Internet.

Prior to May 2008 Bookout was convicted in Cleveland County on a single misdemeanor bogus check charge.

Court records also show that in 2006 Bookout was subpoenaed by the Oklahoma Department of Human Services on a contempt citation.

When Bookout faced Oklahoma County Judge Watson on February 3 for sentencing she was already serving a 5-year deferred sentence for computer fraud, engaging in prostitution and drug possession from a 2008 conviction, according to the Department of Corrections.

Represented by local criminal defense attorney John Albert, Bookout was most recently sentenced for the misdemeanor and felony charges of 5 counts of offering to engage in prostitution, two counts of aiding and abetting in prostitution, two counts of computer crimes, two counts of possession of marijuana, possession of meth, and possession of hydrocodone. For all these crimes, and taking into account her prior criminal record and probationary status, Bookout was sentenced to only 6-years suspended and $50 to be paid to the Victims Compensation Account.

There are no records indicating why Oklahoma County prosecutors agreed to be so lenient with Bookout. In contrast, many other prostitutes and ‘Johns’ have been given much higher fines and even jail time for far fewer convictions.

It should be noted that on August 31, 2009 local Fox affiliated KOKH FOX25 News ran a story on Bookout after she made allegations that an Oklahoma City police officer working undercover crossed the line when he paid Bookout to perform sex for an extended period of time on another female prostitute, Heather, (see photo left) while the officer watched.

Heather is currently in the D.O.C.’s custody serving a one year program for young adults.

Justin Thomas Loy (see photo left), 30, apparently got into a heated dispute with three escorts (aka prostitutes) over their $500 fee during the early morning hours of January 9. According to Loy’s roommate Jared McCuistion, 32, he fought with Loy after finding him in the bathroom striking one of the escorts with a hatchet. Loy then fled the residence, kidnapped a stepbrother and fled to Ardmore.

Loy and McCuistion shared a residence in the 5900 block of Asbury Street in Warr Acres.

The three escorts reportedly drove themselves to the hospital with serious but non-life threatening injuries according to court records.

Loy turned himself in to Ardmore police the next day. Loy is currently being held in the Oklahoma County jail on a $145,000 bond. On January 19 Loy was formally charged with three felony counts of assault and battery with a deadly weapon with intent to kill and one count of felony kidnapping.

Loy’s next court date is set for February 11.

Loy’s prior criminal history includes a drug possession offense – he was on probation for that offense when this assault occurred.

Loy was discharged from the U.S. Nay in 2003 after testing positive for cocaine.

Back in October of 2008 McDonald reportedly attacked a woman that had been working for him as a prostitute, Darlene E. Pine, aka ‘LaChina.’ McDonald apparently beat her severely, partially blinded her in one eye and took money she had hidden inside her vagina. Pine reportedly required medical attention a long hospital stay and suffered injuries that may be with her for life.

McDonald was jailed almost immediately and remained there until his conviction on December 7 of last year. McDonald was given 12 years in prison and will be required to serve at least 85% before being eligible for parole as a violent offender.

McDonald’s prior criminal resume includes prison time for several convictions for concealing stolen property, possession of CDS and false impersonation.

Prior to the attack Pine was seen daily prostituting on South Robinson Ave. Pine readily admitted to JohnTV that she was an alcoholic and had 6 children, most of which were being raised by her elderly parents. Since the attack Pine has been seen twice on South Robinson but did not appear to be prostituting.

JohnTV.com has uncovered and is the first to report on Watson’s criminal past, a prostitution connection and Watson’s social media accounts.

According to public records, Watson was arrested May 14, 2008 for soliciting prostitution. According to court records, Watson made contact with a prostitute turned confidential informant and arranged a meeting for 10 P.M. that night in the 9000 block of North Rockwell Dr. in Oklahoma City. Once there Watson offered to pay $100 for a ’specific sexual act’ and was then taken into custody. Watson later pled guilty and was fined, ordered to attend John School and complete community service. According to JohnTV.com sources, Watson initially tried to claim he was not soliciting prostitution and was instead preaching to them.

Apparently this Holy Hobbyist theme carried over into Watson’s online presence. JohnTV.com has uncovered several social media account allegedly belonging to Watson. The most disturbing post appears on his Twitter page.

On January 16 (the day after he apparently inflicted fatal injuries to his 2-month old son) he posted this on his GOTJACOB123 Twitter account, “Plz pray my baby is in icu.”

Jacob “Father of the Year” Watson also has an account on Facebook (GOTJACOB123) and has posted several gamer videos to his YouTube account (GOTJACOB123).

Additional court records show that Watson was also arrested and charged in Cleveland County for burglarizing a home he had been entrusted to watch while the owners were out of town. Apparently in April of 2007 Watson staged a burglary at the Norman residence by breaking out a window. Watson then stole two computers and called police pretending a burglary by a third party had occurred. Watson then obtained a pawn load in Del City for the stolen laptops – and what did this burglarizing boy wonder do with the loot? According to police he used it to buy a lip piercing! Watson was charged with several felonies, pled guilty and was given a deferred sentence which included restitution payments. According to the Cleveland County Court Clerk, Watson was scheduled to make his next payment tomorrow (1/22/2010). Note to Clerk – I think he’s going to miss it.

Watson is currently being held in the Oklahoma County Jail without bond. Formal murder charges against Watson are expected soon.

Stanley was set to appear Monday to answer to an arrest from October 25, 2008 on felony charges related to her Internet prostitution activities.

A quick public records search shows warrants have also been issued against Stanley in Oklahoma City for failure to appear December 4, on a speeding ticket  ($337) she received on November 1.

Stanley has had 28 citations issued against her in Oklahoma City in the last year and a half.

Stanley’s next court dates are December 21 in Oklahoma City on another speeding ticket and December 17 in Oklahoma County on two separate misdemeanor cases of prostitution and possession of CDS.

Brandie J. Stanley (see photo upper left – click thumbnail for larger image), 20, was arrested October 25, 2008 during an Internet prostitution sting in Oklahoma City. As a result, Stanley was charged with felony computer crimes and prostitution.

Stanley is well known for her street prostitution activities in South Oklahoma City and area truck stops. A video of Stanley and other female street prostitute can be seen below.

Most recently Stanley was featured locally on FOX25 news for her involvement with Edmond pimp Germaine Coulter. In the past Stanley was arrested as part of the FBI’s operation “Cross Country” – an effort to impact child prostitution and trafficking nationwide.

Stanley is set to appear before Judge Watson this morning at 9am for jury trial or plea.
